Wind and rain lashed the Rhode Island coast on Friday afternoon, Jan. 19,
1996. As the storm raged, fire erupted aboard the tug Scandia. The barge
it towed ran aground off fragile Moonstone Beach. And its cargo of four
million gallons of home-heating oil began to leak, precipitating the worst
oil spill in the state's history. That was only the beginning. On this archival
