Voters say it’s time for term limits

PROVIDENCE — A referendum question on a City Charter change setting term limits for elected officers won by a 2-to-1 margin last night while a move to reshape the city’s Retirement Board won by a slimmer margin.
That charter amendment, and another that would give the City Council the authority to hire consultants by a simple majority vote, were the only two questions that gave voters pause. The others were approved by wide majorities. Term limits will take effect in 2011. The mayor will be limited to two consecutive four-year terms, the same as the state’s general officers. That means Cicilline could be elected to a maximum of four consecutive terms, including the term he is finishing now. City Council members would be limited to three consecutive four-year terms.
Currently, the Retirement Board has six labor and five management representatives, including the mayor. The charter amendment would give the mayor two new appointments, increasing the board to 13 members. Cicilline said that changing the board’s makeup will help him revise the pension system and eliminate its huge unfunded liability.
The remaining 12 charter amendments won, including measures to clarify the length of time that the council has to act on a mayoral veto; change the legislative powers of the council to allow 35 calendar days to act on a mayoral appointment; and make sure that the School Board and its nominating committee reflect the racial and ethnic diversity of the city.
Voters also approved giving the City Council more flexibility over appointments to the Water Supply Board; abolishing the Providence Civic Center Authority and establishing the duties of the Retirement Board by ordinance.
Here are the 14 local referenda questions. They were listed below the nine statewide questions.

Commencing on the first Monday in January 2011, shall any mayor be limited to serving two(2) consecutive full terms (excluding any partial term of less than two (2) years previously served) and shall any council member be limited to serving three (3) full terms (excluding any partial term of less than two (2) years previously served)? (Amends Section 202)
•CITY COUNCIL
Shall the legislative powers of the city council be amended to allow the council 35 calendar days from the date a mayoral appointment first appears upon the agenda of the city council to act to approve or reject the appointment? (Amends Section 401(b))
•CITY COUNCIL
Shall the city council have the power by a simple majority vote to retain and fix the salaries of those consultants it deems necessary for the exercise of its functions? (Amends Section 401(d))

Shall the retirement board membership be changed to substitute the city treasurer for the mayor, and the finance director for the city controller, to allow the chairperson of the city council committee on budgetary matters to appoint a designee, and to add two members who shall not be officers or employees of the city, to be appointed by the mayor? (Amends Section 908(a)(1))

Shall the duties of the retirement board be set forth by ordinance? (Amends Section 908(b)(1))
•SCHOOL DEPARTMENT
Shall the credentials of both school board and nominating committee members reflect ethnic and racial diversity, and diversity of backgrounds, experiences and training that are representative of the city? (Amends Section 702)
•SCHOOL DEPARTMENT
Shall the mayor be empowered to appoint a school board nominating committee with responsibility to narrow the field of school board appointees? (Amends Section 701(a) and adds Section 701(b))
•BUDGET PROCEDURE,
FINANCE DEPARTMENT
Shall the city’s fiscal year be established by the city council by ordinance? (Amends Section 801)
•CITY COUNCIL
Shall the time period in which the city council must act to override a mayoral veto or reduction run from the time such mayoral veto or reduction is delivered to the city clerk? (Amends Section 412)
• APPOINTED OFFICERS
Shall the city solicitor attend, or designate a subordinate to attend, all meetings of any standing committee of the city council? (Amends Section 603(b)(3))
•CITY DEPARTMENTS
Shall the functions of the department of sewer management be transferred to the department of public works? (Amends Section 1002)
• CITY DEPARTMENTS
Shall the department of sewer management be abolished? (Amends Section 015)
•BOARDS AND COMMISSIONS
Shall the city council have the power to elect members to the water supply board who are not presently members of the city council, provided that such members serve a term concurrent with the term of the city council? (Amends Section 1101)

Shall the Providence Civic Center Authority be abolished? (Amends Section 1104)
•GENERAL PROVISIONS
Shall the reference to section 1205 be corrected to make reference to section 1207? (Amends Section 1208)
