Condo tower plan does not get hearing for lack of quorum

PROVIDENCE — A petition to allow a developer who wants to build a 33-story condominium tower on Federal Hill the use of the air rights over Federal Street could not be heard last night, because the City Council’s Public Works Committee did not have a quorum.
Meanwhile, the council voted to delay hearing a proposal to abandon Bradford Street, also required by the project, until the City Plan Commission has a chance to review it.
Developer Frank Zammiello has proposed a 33-story luxury condominium tower with up to 180 units next to the Dominica Manor on Federal Hill. But to make it work, the project needs the city to approve the abandonment of Bradford Street, and to allow an archway to be built over Federal Street.
The project would also require zoning variances for height and density.
If it receives the required permits, the $80-million project could begin in two years, and be complete two years later.
