Panel ready to finalize upgrade plan for schools

NARRAGANSETT — Voters supported the $21.5-million school building plan with a resounding yes. Now it’s time for school officials to start making the plan a reality.
The first step takes place on Tuesday, when the School Building Committee will review the plan’s 80 recommendations and meet with representatives of the company hired to act as the construction manager.
The review of the recommendations will help Building Committee members do two things: set priorities, and stop other projects from being added to the mix after voters have given their approval, said Building Committee Chairman Warren Pelton.
Voters approved the school building plan by a wide margin on Nov. 7, with nearly 76 percent supporting the project. Since then, there have been rumors that projects not contained in the proposal – such as a high school TV studio – might be added. But Pelton and Supt. Katherine E. Sipala said this week that the work proposed to voters, as well as the General Assembly and the Board of Regents for Elementary and Secondary Education, should be the priority.
“We shouldn’t be swaying from that, it’s very clear what needs to be done,” Sipala said.
The company hired to act as construction manager – Dimeo Construction Co., of Providence – is the same company that helped to market the plan to voters. For that task, Dimeo was hired on the condition that it would receive $20,000 if voters approved the project and nothing if they rejected it.
As construction manager, Dimeo will screen and interview architectural and construction companies, making recommendations to the Building Committee, Pelton said. When construction starts, Dimeo will oversee the day-to-day work. The company’s fee for those tasks still needs to be worked out and will be discussed on Tuesday, Pelton said.
Pelton said December to May is viewed as the design phase for the project. Actual work is expected to take place next summer and continue, where possible, during the 2007-2008 school year. If all goes according to plan, the work will be finished during the summer of 2008, he said.
The project is expected to provide many improvements, including new roofs; handicapped-access upgrades; fire, safety, heating and electrical upgrades; new windows, doors, ceilings and lights in many locations; renovated bathrooms; and new high school science labs.
Ron DiFabio, the School Department’s business director, said the town will pay for the construction with short-term bond anticipation notes. Once the work is finished, the town will issue 20-year bonds and start receiving state reimbursements that will pay back the cost of the work, he said. The state reimbursements will cover 30 percent of the cost.
Pelton said he has invited the School Committee to Tuesday’s meeting, which is scheduled for 7 p.m. in the Town Hall board room.
