Retired Bristol Police Chief Col. Russell S. "Rusty" Serpa, right, met up with old friend Anthony DeCastro, retired East Providence police chief, during Serpa’s retirement party last Friday night at The Atlantic Beach Club in Middletown. More than 200 people attended the affair, including Sen. Jack Reed, local and state government officials, and many of Serpa’s colleagues, family and friends.
