Development proposal faces delay

CRANSTON — The city’s review of a large retail project proposed for the site of the Mulligan’s Island golf complex will be delayed at least a month after the developer missed a deadline Friday to file detailed plans.
The Planning Commission, originally scheduled to review the five-building proposal Aug. 7, will not begin its evaluation until Sep. 11 at the earliest, according to Jason Pezzullo, the city’s principal planner.
Churchill & Banks, the Providence developer pitching a big-box store, two restaurants and two other commercial buildings alongside a 19.4-acre park, had no comment on the delay in filing.
The Planning Commission, which could take months to study the proposal, must approve or deny the master plan for the project. If the commission signs off on the development, the City Council would have the final say on the proposal.
The project has stirred strong opposition from neighbors concerned about traffic and noise.
