Moreau wants accused councilman to resign

Central Falls Mayor Charles D. Moreau yesterday called on City Councilman Luis A. Gil to resign in the wake of his arrest in the sexual assault of a 15-year-old boy.

Gil, who did not seek reelection to the Ward 4 council seat this fall, was arraigned in District Court, Providence, yesterday on a charge of third-degree sexual assault. He was released on $10,000 personal recognizance.

The Providence police say they found Gil parked in a car Monday night with a teenage boy in the back seat.

He was arrested after two bicycle patrol officers saw a car parked under the Henderson Bridge, off River Drive. When the officers approached the car, Gil was in the driver’s seat with his pants around his knees, according to the police report.

The 15-year-old boy was in the back seat, buttoning his jeans and putting on a shirt, the police said.

Asked how he knew the teenager, Gil said, “I coach him. He plays soccer for me,” according to the police. When the police asked the teenager, he referred to Gil as “kind of a friend.”

The police asked the teenager about a bruise they saw on his neck. The boy told officers, “He just gave it to me,” according to the police report. The boy was taken to Hasbro Children’s Hospital for an examination.

According to the statute, third-degree sexual assault requires the defendant be older than 18, and the victim be 14 or 15 years old. It does not require proof of the threat or use of physical force. The maximum sentence is 5 years.

Gil was elected to the Central Falls City Council in 2005. His listed phone has been disconnected.

In a statement yesterday afternoon, Mayor Moreau offered sympathy to the families involved and said that the situation would be resolved in court.

“If guilty,” Moreau added, “I hope that he is prosecuted to the fullest extent of the law.”

In his statement, Moreau called for Gil to resign from the City Council, adding, “but that is a matter to be addressed by the City Council.”

Council President William Benson Jr. said yesterday morning that he wouldn’t comment on the charges, but that he was contacting lawyers.

“I’m not making any statement,” he said. “We’ve never had anything like this happen that I can remember.”

Gil is scheduled to return to court on Jan. 15.
