Central Falls official arrested

CENTRAL FALLS — Gene R. Noury, the city’s personnel director, was arrested last month in Johnston for driving under the influence of alcohol and refusal to submit to a chemical breath test, according to the state police.
State police stopped Noury, 52, of 21 Hesse Lane in Scituate, on Nov. 19 as he drove along Route 6 at 11:54 p.m. They transported Noury to headquarters where he was processed, arraigned and released with future court dates, the police said. He is scheduled for a pretrial hearing Jan. 3 for the DUI charge and must go before the Rhode Island Traffic Tribunal for his refusal to submit to a chemical test.
Noury was hired by Mayor Charles Moreau in 2004 with the opposition of two councilmen. Noury, who served on the City Council prior to working for the city, helped Moreau during his election campaign.
Noury is the second city official to be arrested by the police in November.
Former City Councilman Luis Gil was arrested Nov. 12 after Providence police found him with a 15-year-old boy underneath the Henderson Bridge in Providence. He has been charged with four counts of third-degree sexual assault.
But while Moreau spoke out against Gil, a political opponent, calling for his resignation, he disregarded calls for comment about his personnel director.
Outgoing Councilman Ricardo Patino said Noury will get his day in court but if the allegations are true, he should seek treatment given that, as the head of personnel, he deals with more than 130 city employees. “I hope he is not involved in this because he oversees employees’ chemical tests. If he has an alcohol problem, he should seek treatment because he is working with all these people.”
Patino questioned why the mayor was noticeably quiet regarding the arrest of a department head who oversees more than 100 people while he was so adamant about Gil.
“Is the mayor going to give Noury the same treatment he gave Gil, asking for his resignation without him getting a day in court? Why was he so willing to come out with a statement for the press for the councilman but not the personnel director?”
