Where it’s reining cats and dogs

BARRINGTON — The Town Council will vote Monday night on a proposal that will require all cat breeders to pay an annual $100 fee for each purebred animal.

It will also require all other cat owners to provide evidence that their pets have been neutered or spayed before the town will grant an annual license for such animals.

The ordinance is based on a new state law that makes Rhode Island the first state to mandate spaying and neutering for all cats unless they are owned by licensed breeders.

The local version was originally up for consideration at the May 7 meeting, but it was sent back for redrafting following questions from Dana Dziedzic, who breeds four Persians and is apparently the only cat breeder in town.

If approved, she would have to pay the town a substantial sum each year.

“As far as I know, $100 a year is the same as the state ordinance,” she said. “I agree that it is kind of a lot of money.”

The proposed ordinance has other provisions that apply to cat breeders.

It requires all kittens to have their shots, and bans the sale or adoption of any kitten that is less than 8 weeks old.

It also requires a permit from the local animal control officer, who is in charge of enforcing the new rules.

A separate proposal up for consideration Monday calls for banning dogs at the Doug Rayner Wildlife Refuge at Nockum Hill.

Dogs are already prohibited from any store or public place in town, and from all town-operated beaches from Memorial Day through Labor Day.

None of the restrictions would apply to guide dogs.
