Ask RIDOT: New sign on the way to mark 95 in Exeter

Q: Could you please check on a sign issue for me? The sign for I-95 on Route 3 in Exeter heading north is in a bad location. The sign is posted on the right-hand side of the road across from where you are to turn left onto Route 102 to get onto I-95. By the time drivers see the sign, they have passed the turn for I-95. In the spring and summer, tree limbs and leaves hide the sign. The problem is most people traveling on Route 3 miss the left turn and end up making a U-turn. The other problem is people taking a left up the wrong way. It is a Y-shaped intersection on Route 102.

A: The intersection you are referring to is Nooseneck Hill Road (Route 3) at Victory Highway (Route 102 North). On Route 3 North, at its intersection with Route 102 North, there is a combination route/destination sign that uses graphics to show how to access Route 102 North and I-95. The sign also bears the names of Providence and Westerly.

Relocating the sign to a location in advance of the left turn onto Route 102 North from Route 3 North could confuse motorists and cause them to take the left prematurely. There are also advance Route markers for I-95 to supplement the Route/Destination sign at the following locations: two signs on Route 3 North in advance of its intersection with Route 102 South, and on Route 102 South in advance of its intersection with Route 3.

There are also signs on Route 102 North before drivers intersect with Route 3.

We do agree, however, that an additional route sign indicating I-95 should be installed on the far left side of the entrance for vehicles entering Route 102 North from Route 3 North. A work order requesting the installation of this sign and an additional Route 102 North Route marker has been made with RIDOT’s Maintenance Division.

In addition, the Department will monitor the area during the spring and summer months for tree trimming to ensure the signs remain visible to drivers.

Plans to widen 295

Q: Is there a chance that Interstate 295 will be three lanes someday in Cranston and Warwick like it is in Johnston, Smithfield, Lincoln and Cumberland?

A: I-295 is a three-lane section in each direction from the interchange with U.S. Route 6 in Johnston heading north to the end of the Interstate at the interchange with I-95 in Attleboro. From Route 6 heading south to the interchange with I-95 in Warwick, I-295 is a two-lane section in each direction.

The answer to your question is yes, there is a long-range plan to reconfigure I-295, and change it into a three-lane section in each direction from Route 6 to Route 37 in Cranston, however, there are no specific plans under way to do this in the foreseeable future.

This is part of “Transportation 2025,” a long-range transportation planning report, approved by the State Planning Council. This forward-looking document states that planning should begin to address congestion on I-295 from Route 6 to Route 37 by evaluating alternatives such as widening the highway. A major element would be bridges along the Interstate that would have to be widened in order to widen the road.

The DOT is responsible for the state’s transportation infrastructure, which includes highways, bridges, traffic signals and bikeways.
