Only the naive can truly believe that merit pay will reward superior teachers and shun incompetent ones.
Incompetent teachers, those in the profession will tell you, are wise enough to realize the ABC's of using merit pay to equal and even exceed the pay of their superior colleagues: A, politics; B, politics; C, politics.
I can think of no better reason for having teacher unions.
