Fred H. Deusch: Let citizens vote on bills themselves

01:00 AM EDT on Wednesday, July 1, 2009

On the night of April 1, I watched some of the Rhode Island House in action. That their actions were disgraceful would be the understatement of the year. Rhode Island’s House has too many jackasses who see themselves as God’s gift to the state’s people that they are supposed to serve.

Two of the Republicans were carrying on like a couple of banshees long after they had lost the battle. The battle was over the request of House Minority Leader Robert Watson to have the title of bills being voted on be read just before they were to be voted on.

Speaker William Murphy refused. However, Watson kept on hollering even after his microphone had been shut off.

It wasn’t too long before Rep. Joseph Trillo could also be heard in the background hollering along with Watson. Also joining the battle was Majority Leader Gordon Fox and several others.

Reading the part of the bill being voted on should have been done for people like me who like to watch the Rhode Island House and Senate in action. Refusing to do this seemed like a kick at the voters. What made the matter even worse was that those of us watching could not read the tally board when the vote was taken. The tally board was badly out of focus.

Perhaps it’s time once again to downsize the House and the Senate. Ideally, we should have 12 districts with one representative and one senator from each district. Make it a full-time job, and no longer have elections for House speaker or Senate president. Let each representative and senator serve for one month in those positions, rotating the job. The House and Senate would draft and recommend bills. We the people would vote on the bills electronically on the last day of each month.

If we did something like that, we would have a true democracy. Democracy is something we talk about but does not exist in this country.
