3 charged by Providence police in cases of child abuse

PROVIDENCE –– A 12-year-old boy was pummeled by his mother and whipped with a belt for being “disrespectful” to her, while a 7-year-old adopted boy was beaten with a belt by his father’s girlfriend for not completing his homework properly, said Lt. George Stamatakos.

Those two incidents last week resulted in the arrests of three parents on child-abuse charges. All three have been released by the District Court on their own recognizance.

Margarita Urizar, 35, of 512 Public St., was charged with second-degree child abuse after she allegedly kicked and punched her 12-year-old son, and beat him with a belt on Nov. 16 for being “disrespectful” to her.

The boy fled to a neighbor’s house, where rescue firefighters found him shaking and bleeding from a broken front tooth, and covered in welts from the beating, according to the police.

Hasbro Children’s Hospital was arranging to send the boy to a dentist to have his tooth fixed as quickly as possible, Stamatakos said. “It has a lot to do with healing the scars of a brutal attack,” he said. Meanwhile, Urizar was released on her own recognizance, and ordered not to contact the boy.

In a separate case, a man and his girlfriend were charged with beating the 7-year-old adopted boy in their care.

Madecki Niang, 36, of 327 Plain St., was arraigned Tuesday for first-degree child abuse, second-degree child abuse, and aiding and abetting the crime of child abuse. His girlfriend, 20-year-old Imani Walters, was charged with second-degree abuse, and her 11-day-old baby was taken into custody by the state Department of Children, Youth and Families.

The abuse was discovered on Nov. 18 by a nurse at the Edmund Flynn Elementary School, who noticed that the 7-year-old boy had a bruised and swollen ear. Her careful questions led investigators to discover the boy’s body was covered in old and recent welts and bruises, Stamatakos said.

The boy told the police that Walters had smacked him with a belt for not completing his homework properly the night before, according to the police investigation. He also said that Niang also beat him often, the police said.
