New York firm proposing up to 338 turbines off R.I.'s coast

A New York investment company is proposing to erect between 235 and 338 large wind turbines to generate electricity in state waters just off Watch Hill, Block Island and Little Compton.

The Allco Renewable Energy Group Limited says it may erect Danish turbines whose blades are 295 feet in diameter, mounted on towers that would rise 262 to 345 feet above the water.

Allco’s proposes to start construction in the first quarter of 2009 and go into commercial service a year later.

Allco says in a written proposal that it would assemble its turbines at Quonset Point.

The proposal comes at a time that the state is planning to develop its own wind farm in state waters. But Jeff Neal, Gov. Carcieri’s spokesman, said yesterday he was unaware of the proposal.

The proposal was made in applications to the state Coastal Resources Management Council, the state agency that regulates coastal activities in Rhode Island. Allco says in a letter dated Sept. 21 that it also submitted a filing fee of $8,000.

Grover Fugate, CRMC’s executive director, says the proposal is prompting his agency to develop a zoning plan for Rhode Island’s waters. The state has jurisdiction as far as three miles offshore. The agency wants to be sure new projects don’t interfere with fisheries or ferry routes.

The first offshore wind farm proposed in America was by Cape Wind for federal waters in Nantucket Sound. Opponents have fought that wind farm for years, but a spokesman said the company hopes to get its final permit in another year.
