4 immigration detainees face federal charges

Four of the 31 people who worked for contractors cleaning state courthouses and who were arrested as suspected illegal immigrants last month are now facing federal charges stemming from the documents they used to get hired by the contractors.

Acting on a tip from a state court employee, federal and state authorities raided four state courthouses on July 15 to arrest suspected illegal immigrants. The 31 people arrested that day faced administrative charges for being in the country illegally, but no criminal charges.

Criminal charges of using a false alien registration card to obtain employment were lodged Tuesday against: Susand Vanessa Veliz, also known as Susand Vanessa Colman-Veliz and Oneida Barrientos, 31, of 58 Ford St., Providence; Olga Marina Vasquez-Palma, 29, of 745 Atwells Ave., second floor, Providence; Eli Veliz-Coleman, also known as Eli Colman-Veliz and Emmanuel Gonzalez, 23, of 58 Ford St., Providence; and Juan Carlos Martinez-Martinez, 23, of Dorchester Avenue (no community given).

Susand Veliz and Eli Veliz-Coleman were also charged with identity theft. Federal agents say they used the identities of real people as aliases. A spokesman for U.S. Attorney Robert Clark Corrente said he did not know what the relationship is between those two.

Martinez-Martinez and Eli Veliz-Coleman, who have been held by Immigration and Customs Enforcement, made initial appearances yesterday in U.S. District Court before Magistrate Judge David L. Martin. He also ordered them held without bail, though he gave them the option of asking him to revisit the question of bail if immigration releases them.

Vasquez-Palma and Susand Veliz both were released after their arrest last month. Vasquez-Palma is scheduled to appear on the criminal charges in U.S. District Court on Wednesday. A warrant has been issued for Susand Veliz’s arrest.

According to court documents, Susand Veliz and Eli Veliz-Coleman worked for Falcon Maintenance and were arrested at the Rhode Island Traffic Tribunal. Vasquez-Palma and Martinez-Martinez worked for TriState Enterprises and were arrested at the Licht Judicial Complex.

State authorities will not press any criminal charges against the 31 suspected illegal immigrants, said state police Maj. Joseph Miech this week.

The state police investigated whether any of the arrested maintenance workers used phony Rhode Island drivers’ licenses.

“We did not find any false or fake drivers licenses on them,” Miech said. “Therefore we did not find any evidence of a crime for state charges.”

Detectives also inquired at the state Division of Motor Vehicles about whether the workers may have used fraudulent information on license application forms, Miech said, but the DMV had no records of license applications for any of the 31 workers.

Assistant administrator Charles Hollis said the DMV keeps driver’s license applications on file, but if the workers obtained fake Rhode Island licenses elsewhere, there would be no record of their application.
