Showtime series, 'Brotherhood,' to film segment at ACI

CRANSTON — The Showtime television drama Brotherhood will film part of an episode at the Adult Correctional Institutions next week.

The State Properties Committee approved filming inside the state prison yesterday.

Montez Monroe, production manager for the series, said the film crew will be inside the ACI’s maximum-security unit Wednesday for “probably an hour, if that.”

One actor — Monroe declined to say which actor — will be inside a prison cell; the accompanying crew, 7 to 10 people, won’t be inside the cellblock, but rather, will work in a control room where correctional officers monitor inmates.

The crew won’t even bring its own cameras into the prison. They plan to tap into the prison’s own video surveillance system and use a feed from that instead.

“We believe it will be minimally disruptive,” Department of Corrections Director Ashbel T. Wall II said yesterday.

Wall said the filming will take place during a recreation period, when the inmates are outside their cells. He said he does not anticipate needing extra staff to maintain security during filming, but will bill the production company for the cost if the need does arise. “We’ll keep track to make sure we’re not spending taxpayers’ money on this filming,” he said.

The production company has agreed to pay the state a $500 usage fee, plus reimbursement for any costs the state incurs.

While no inmates will be captured on film, one of the correctional officers will get a cameo, and will be paid as an extra, Monroe said.

The authorization to film passed over the objections of two Properties Committee members. Robert W. Kay and John A. Pagliarini voted no. “This offends common sense, allowing a film crew into a maximum-security facility,” Pagliarini said.

Kay said he had security concerns, given recent population spikes at the prison. (The population set yet another new record on Sunday, surpassing its operational capacity of 3,892 and topping out at 3,907 inmates. The number was back down to 3,854 yesterday.)

“I don’t feel comfortable voting for this at this time,” Kay said.

Wall’s response: “The safety and security of our institutions is paramount for me. I would never make a decision that compromised our operations.”

During the Properties Committee meeting, Steven Feinberg, executive director of the Rhode Island Film and Television Office, noted that this isn’t the first time for filming at the ACI. Hard Luck, a feature film that starred Wesley Snipes and Cybill Shepherd and went straight to DVD, filmed at the prison in late 2005. That filming was much more involved, Feinberg said.

Brotherhood, filmed entirely in Rhode Island, has been shooting its second season since April. The new episodes begin airing in September.
