Police fine 2 students and owner of stickered house

NARRAGANSETT — The police say they have issued about 30 public nuisance stickers since the start of the school year, but not until yesterday did they return to one of those houses and subject the occupants to fines.
Officers were called to a white house at 130 Central St., across from Town Hall, at about 5:30 a.m. The caller, a nearby resident, reported loud voices.

Inside the house, officers found the floor covered with glass and a liquid that appeared to be beer. They also saw a number of people who smelled of alcohol and appeared to be drunk, and they noticed that the orange nuisance sticker officers had posted on Sept. 10 was torn off and lying on the lawn.
They sent about 20 people on their way and charged the tenants with holding a large or unruly gathering and removing or defacing the nuisance sticker. The charges meant Brendan Smith, 22, and Nicholas S. Delgrosso, 21, students at the University of Rhode Island, according to the police, face $300 in fines for allowing a disturbance after the posting of the sticker and a $100 fine for removing the sticker. The owner, Delia G. Donaldson, a town resident, also faces a $300 fine, the police said.
That might have been the end of it, but about two hours later, Town Manager Jeffry Ceasrine arrived at Town Hall. As he was walking toward the building, Ceasrine heard a man shout obscenities from the house for 10 to 15 seconds, making reference to town officials.
Ceasrine called the police. This time, the officers called Building Inspector Anthony R. Santilli Jr., who declared the house unfit for habitation.
Santilli and Patrolman Robert Storme said the inside of the house was strewn with broken glass, beer cans, vomit and other debris. There was also a car parked partially in the road and another partially blocking the entrance to the Town Hall parking lot, Storme said.
Donaldson declined to comment and asked a reporter and photographer to stay off the property.
Santilli allowed Smith, Delgrosso and Donaldson into the house to help with the cleanup, which was almost complete by mid-afternoon, he said.
