Mother charged in underage drinking party

BRISTOL — A 47-year-old Bristol woman has been charged under the state’s social-host law after holding an underage drinking party at her home on New Year’s Eve at which she allegedly poured drinks for some of the minors who attended.
Jessica Thomas, of 5 Easterbrooks Ave., faces a maximum fine of $1,000 and up to six months in prison if convicted of the misdemeanor charge of allowing minors to drink in her house. She is set to be arraigned in District Court, Providence, on Wednesday.

Twenty-two youngsters between ages 14 and 18 attended the party at which the police found three pipes used to smoke marijuana and a variety of alcohol, including eight bottles of liquor, a bottle of wine, 48 unopened cans of beer and 30 empty beer cans and bottles, according to Lt. Nick Guercia.
“There was clearly a blatant disregard for the law here,” he said.
Police responded to the Cape Cod-style house at 9:30 p.m. Dec. 31 after receiving an anonymous phone call about a loud party in the area, Guercia said. Youngsters were coming and going through the front door when the police arrived. Immediately after entering the house, the officers smelled marijuana.
They found Thomas in the kitchen with about a dozen teenagers. Most of the other partygoers were in the basement, where the marijuana odor seemed to be coming from, Guercia said.
The group in the basement was playing beer pong, a drinking game. The police found one marijuana pipe in the basement and two pipes elsewhere.
In all, five officers went to the house. They called each of the minors’ parents or guardians and waited at the house until they came to pick up their children. Most of the teenagers were from Bristol but some came from Warren and Portsmouth. Thomas’ teenage son was at the party.
Only one juvenile, a 17-year-old girl from Bristol, was charged with possession of alcohol. Officers saw her holding a drink when they entered the house. Her case will be processed in Family Court.
Among the alcohol confiscated by the police were one bottle of Captain Morgan’s rum, one bottle of Bacardi rum, two bottles of Bacardi Orange rum, one bottle of Southern Comfort, one bottle of Caldwell vodka, one bottle of Midori, one bottle of Sutter Home wine and bottles and cans of Heineken, Coors Light and Budweiser beer.
According to Guercia, Thomas purchased some of the alcohol. Witnesses told the police that she was pouring drinks for some of the teenagers in attendance.
The rest of the alcohol was brought by partygoers. Guercia said police are trying to determine where the juveniles procured the alcohol. The investigationis continuing, he said.
Thomas was charged at the Bristol police station early Jan. 1 and released.
Only three other people have been charged under the state’s social-host law since it was passed two years ago, according to court records. Thomas is the first from Bristol and the first since last year.
In November, Bristol police were called to a house party on Mulberry Road where alcohol and marijuana were used by minors. The father of the girl who hosted the party was at home but said he was sleeping. The attorney general’s office is investigating to determine whether the father should be charged under the social-host law. Guercia said yesterday that no charges have been filed and that the case is still under investigation.
Unlike that case, the police did not hesitate to charge Thomas.
“The difference here is the parent was actively participating,” Guercia said.
