Newport council takes stand on gambling expansion

NEWPORT — With the blessing of anti-casino advocates, the City Council last night unanimously approved a resolution opposing any expansion of gambling at Newport Grand.
The council was spurred to act by talk among state officials of extending gambling to 24 hours at the state’s two video lottery terminal parlors — Newport Grand and Lincoln’s Twin River — and allowing new kinds of machines, such as electronic blackjack.
The resolution specifically urges the governor and members of the city’s General Assembly delegation to “oppose the expansion of gambling hours or the addition of new forms of gambling at the Newport Grand facility.”
There was no debate over the non-binding resolution, which all seven members of the City Council sponsored. Most of the comments regarding the resolution came from the leaders of statewide groups opposed to gambling, who turned out for the council’s meeting.
“We congratulate council members for listening to Newport voters,” said Don Booth, a board member of Citizens Concerned About Casino Gambling, a group based on Aquidneck Island.
Booth cited local results of several referenda on gambling, including last March when 74 percent of Newport voters voted against a West Warwick casino, he said.
Harry Staley, representing the Rhode Island Statewide Coalition, a Charlestown-based quality-of-life advocacy group that opposes gambling, asked that the city send its resolution to South County communities. Because of the Narragansett Indians’ interest in opening a casino, the communities in South County would appreciate Newport’s opposition to a new casino, he said.
The council decided to send its resolution to every city and town in the state.
In other business, the council:
•Again delayed a vote on a proposed agreement with Middletown over the wastewater the town discharges to Newport’s wastewater treatment system. Councilman Justin S. McLaughlin said the agreement should include incentives to discourage Middletown’s discharge from increasing substantially during the 20-year pact.
•Continued until next month a decision on proposed amendments to the city’s Historic District Zoning Ordinance.
•Ratified a one-year contract with Rhode Island Resource Recovery Corporation that allows the city to dump solid waste at the Central Landfill at $32 a ton, or $56 a ton when the city exceeds its annual cap of 10,810 tons, which has been reduced by 170 tons from the previous year.
•Approved an agreement between the city, the state Coastal Resources Management Council and Clean Ocean Access, a local environmental group, to maintain a right-of-way to the Cliff Walk at the end of Ruggles Avenue.
•Passed a resolution that seeks to have vines and ivy removed from the Newport Harbor Center, on Thames Street, to allow for the evaluation and repair of damage to the side of the building from an August storm. The resolution directs the administration to address the issue with the Newport Redevelopment Agency, the owner of the building.
•Named a small park at the west end of Long Wharf after the late Mary G. Ferrazzoli, who as the founder and longtime president of Friends of the Waterfront was a “champion of protecting the city’s rights of way to the water.”
