The key players



Here is a list of key officials who are dealing with the effects of the the North Cape crisis.

Coast Guard Capt. Barney E. Turlo, captain of the Port of Providence. Turlo was in charge of trying to save the stricken tug and barge and over the salvage effort. He continues to have the final word on all decisions about the oil spill.

Governor Almond. He has flown over the spill site several times and marshaled the various state agencies assisting in the cleanup and assessments of the spill.

Arnold and Jon Witte. This father-and-son team runs Donjon Marine Co., the private company from New Jersey that is operating the salvage effort.

Capt. Gregory Aitken. He was master of the tug Scandia the night of the fire and the grounding. His actions that night are now under investigation by federal authorities.

Timothy R.E. Keeney, director of the state Department of Environmental Management. His staff is supervising cleanup efforts, working on fishing restrictions and assessing the loss of fish and birds. The agency has imposed an indefinite ban on fishing within 250 square miles.

Walter S. Combs, associate director of the state Health Department's Division of Environmental Health. It's up to his staff to ensure that the fish landed and sold at Galilee are safe to eat. His agency last week impounded 43,000 pounds of tainted lobster and 9,000 pounds of contaminated crabs.

Stephen M. Lehmann, scientific support coordinator for the National Oceanic and Atmospheric Administration in Boston. He runs the daily meetings of scientists who are studying the spill and advises the Coast Guard on weather, tides, currents and environmental issues.
